Oaks, Review, and the Foothill Line
What Building in the San Gabriel Valley Actually Involves
The San Gabriel Valley runs east from the Arroyo Seco along the base of the San Gabriel Mountains, and it is defined by three things that shape nearly every outdoor project here: large, mostly flat residential lots; a mature tree canopy that cities actively protect; and a foothill margin where the ground climbs and the fire hazard designation begins.
It is also governed unevenly. Arcadia, San Marino, Pasadena, Sierra Madre and Monrovia are separate cities with their own review standards and tree ordinances. Altadena and several surrounding pockets are unincorporated Los Angeles County and permit through the County instead. Line of Art Construction builds across all of it, and the first thing we establish is which authority governs the parcel and which trees on it are protected.

Trees Decide More Than Budgets
The Oak Canopy Is the First Constraint, Not the Last
San Gabriel Valley cities protect their mature trees, oaks in particular, through preservation ordinances that restrict both removal and work within the root zone. The practical consequence catches people out: a design that assumes a tree can come out to make room for a pool, a wider driveway, or a pool house may simply not be buildable.
We settle three things before any drawing is made:
Species and status
Confirm Before Designing
We identify which trees on the property are protected and what the local ordinance permits, confirming with the governing city or with Los Angeles County for unincorporated parcels. Designing first and discovering the constraint at permitting is how projects lose months.
Root zones
Build Without Damaging What Stays
Work inside a protected root zone is restricted, and damage there shows as decline years later that cannot be reversed. Hardscape near mature canopy is detailed to keep root zones intact, using permeable surfaces and shallow base construction where full excavation would do harm.
Design review
What the City Will Approve
San Marino and Arcadia in particular apply review standards stricter than most neighbouring cities, and anything visible from the street draws closer attention: front hardscape, driveway material and width, gates, and walls. Current triggers are worth confirming for the parcel rather than assumed.
Settle the trees and the approvals, and a large SGV lot becomes one of the most rewarding properties in the county to build on.

The Foothill Margin
Where the Valley Floor Stops Being Flat
South of Foothill Boulevard the SGV is largely level ground and the work is conventional. North of it, through Altadena, Sierra Madre, the upper Arcadia streets, and the Monrovia hills, the land climbs onto the alluvial fan running down from the San Gabriels. Much of that margin carries a Very High Fire Hazard Severity Zone designation, and the Eaton Fire in January 2025 reshaped the western end of it entirely.
On that margin, burn-scar hydrology matters: ground stripped of vegetation sheds water far faster than it did before, and debris flow after heavy rain is a live concern. We build engineered retaining wall systems with drainage designed first — aggregate backfill, perforated collector, filter fabric, and a deliberate outlet — and detail defensible space so the result reads as a designed landscape rather than a cleared one. On the flat lots to the south, the same budget buys terrace, pool, and canopy instead.

Three Things We Establish First
The San Gabriel Valley rewards knowing the constraints before anything is drawn.
Which Authority Governs the Parcel
Arcadia, San Marino, Pasadena, Sierra Madre and Monrovia each permit through their own departments with their own thresholds and review triggers. Altadena and surrounding pockets are unincorporated and permit through Los Angeles County. We confirm this for the address rather than assuming.
Which Trees Are Protected
Tree preservation ordinances differ between SGV cities, and they govern removal and root-zone work. We establish species and status first, then design around what is actually allowed.
Fire Zone Status on the Margin
Properties along the foothill line carry Very High Fire Hazard Severity Zone designations that change permitted materials and engage defensible space and ember-resistant zone requirements. Rules have been evolving, so we verify current requirements with the local fire authority.
What We Build
Services Across the San Gabriel Valley
We handle landscape, hardscape, pools, driveways, and drainage as one accountable scope. On a flat estate lot that means composition and canopy. On the foothill margin it means engineering first.
Pools and Spas
New construction and remodels, with room on most SGV lots for a genuinely generous deck rather than a minimum surround. Coping-to-deck detailing matters on clay that moves seasonally while the shell does not.
Hardscape and Outdoor Kitchens
Terraces in natural stone, clay brick, and porcelain, plus outdoor kitchens with outdoor-rated appliances. Engineered quartz is never specified outdoors, because UV degrades the resins that bind it.
Backyard remodeling in Los Angeles →Landscape Lighting
Restrained low-voltage lighting. On properties of this quality, lighting structure, level changes, and a few specimen trees reads far better than illuminating everything.
Driveways and Arrival Sequences
On deep SGV frontages the driveway is the primary street-facing statement, and often the element most closely reviewed. Material, width, apron, and edge detail are designed accordingly.
Driveway installation →Retaining Walls and Drainage
Engineered walls and terracing along the foothill margin, with drainage designed before the wall rather than added to it.
Water-Wise Planting
Climate-appropriate planting that works with the existing canopy rather than clearing it, and survives an SGV summer under watering restrictions.

See Your New Landscape Before It’s Built
We begin every project with a free consultation and a free 3D design, so you can see your future landscape rendered in detail before committing to anything.
On a property where review matters, a 3D model is also the clearest thing to put in front of the city. It shows proportion, material, and street elevation far better than a plan set does.

The Long View
The Long View
San Gabriel Valley properties are generally held for a long time, and outdoor work here should be specified on that basis: materials that age well, canopy protected rather than worked around, and drainage that performs in a heavy winter. Done once, properly.
Line of Art Construction would be honored to be part of that work, building outdoor spaces that celebrate this extraordinary stretch of coastline while respecting what it has taught everyone about resilience.

Questions SGV Homeowners Ask Us
Can I remove an oak to make room for a pool?
Often not, and that should be settled before any design work. SGV cities protect mature trees, oaks in particular, and restrict removal and root-zone work. We confirm species and protected status with the governing authority first, then design around what is actually allowed.
Who permits my project — my city or the County?
It depends on the parcel. Arcadia, San Marino, Pasadena, Sierra Madre and Monrovia permit through their own departments. Altadena and several surrounding pockets are unincorporated Los Angeles County and permit through the County, with different streams and timelines. We confirm which applies to your address before design.
Is my property in a fire hazard zone?
Properties along the foothill margin north of Foothill Boulevard frequently are, and the Eaton Fire burn area in and around Altadena carries additional considerations including burn-scar runoff and debris flow risk. The flat southern lots generally are not. We verify status with the local fire authority for the specific parcel.
Can you work alongside my architect or general contractor?
Yes. We coordinate with your architect and general contractor so outdoor construction sequences correctly with the house: driveway and flatwork after heavy equipment is done, planting and finish work last.
Do you handle permits across the SGV?
Yes. Retaining walls above the exempt height, grading past defined thresholds, drainage work, pools, and gas and electrical work are permitted and inspected throughout, and tree work engages the local preservation ordinance separately. Thresholds and departments differ by jurisdiction and we coordinate that scope for your parcel.
Is the consultation and 3D design free?
Yes. Every project begins with a free consultation and a free 3D design, so you can see your future landscape rendered in detail before committing to anything.
